Why is the move to let foreign graduates work in Switzerland stalled — and what happens now?

Though in March MPs decided to allow non-EU / EFTA students who graduate from Swiss universities with a degree in a field suffering from a shortage of qualified professionals to remain in the county, now the project has hit a setback.
